Yes, Alfred remembers his human life because it was his first life. His “original” life if you will. England chose to be reborn as a human, but he’s done this many times. In my AU every nation starts off being born a human until their nation comes to be. So before England was a nation, he remembered his first human life as well.
Someone asked if Alfred would ever tell Arthur about what went on between them during that human life, and my reply is, “I dunno”. Honestly, I think if anyone ever wants to take that up as a challenge to write, I’d be really interested in reading it. ^^
